Not necessarily right? I mean, some pubs are "Publish everything". Such pubs are low on quality but high on quantity (Illumination comes to mind). Nothing wrong with that since Illumination's mission is to help beginner writers.

Some other pubs are super-high-quality but have less followers on other hand (BAOS)
