Friend Of Medium doesn't seem to have a Purchasing Power Parity discount?

I am from India and the regular Medium Membership through the Google PlayStore costs only 199 rupees a month (or around $2.5).

But Friend Of Medium costs 1250 rupees (or around $15) per month - this is 6X the cost of the regular membership.

While I'd love to upgrade to Friend Of Medium, I wanted to confirm if there's any Purchasing Power Parity discount for folks from non-Dollar countries.
